日本ODA官方援助对中国一带一路倡议对外援助的经验借鉴与启示
Experience and Enlightenment of Japan’s ODA Official Assistance on China’s Belt and Road Initiative Proposing Foreign Aid

日本是亚洲最早开始发展对外援助的国家。日本通过ODA在经济上起到了促进日本战后经济的复苏和扩大对外贸易的效果，在政治上也给日本带了巨大的国际影响力。日本对外援助的经验，对我国发展“一带一路倡议”中关于对外援助的部分有重要的借鉴作用。本文简要总结了日本ODA发展的历程，并结合中国自改革开放以来的对外援助发展历史，判断出中国目前处于对外援助的上升阶段，与日本ODA在80年代的状况非常相似，处于巨大变革的转折点上，这需要我们在坚持我国的对外原则的基础上充分学习日本在对外援助中的经验。
Japan was the first country in Asia to develop foreign aid. Through ODA, Japan has played an economic role in promoting Japan’s post-war economic recovery and expanding foreign trade, and has also brought great international influence to Japan politically. One belt, one road initiative, is helpful to China’s foreign aid. This paper briefly summarizes the development process of Japan’s ODA, and combined with the development history of China’s foreign aid since the reform and opening up, it is judged that China is currently in the rising stage of foreign aid, which is very similar to the situation of Japan’s ODA in the 1980s and at the turning point of great change. This requires us to fully learn from Japan’s experience in foreign aid on the basis of adhering to China’s foreign principles.
