社会治理视角下政策执行力提升研究
Research on the Improvement of Policy Execution from the Perspective of Social Governance

社会治理水平是国家治理能力和治理体系现代化的重要体现，现代社会治理与广大人民群众息息相关，对社会的进步发展也有较大的影响。良好的政策执行力是提高社会治理水平的重要保障，基层政府执行力水平对于顺利实现社会治理目标具有重要价值。基于此，如何提升政府在社会治理过程中的政策执行力，是目前需要关注和研究的重要内容。本文通过概括当前我国社会治理政策执行现状，从其已经形成的5大基本格局——党委领导、政府负责、社会协同、公众参与、法治保障着手研究，归纳概括出基层政府在社会治理过程中政策执行力存在的问题，深入分析原因，进而总结提升政策执行力的对策建议。
The level of social governance is an important embodiment of the modernization of national go-vernance capacity and governance system. Modern social governance is closely related to the masses of the people, and also has a greater impact on the progress and development of society. Good policy execution is an important guarantee to improve the level of social governance, and the level of grass-roots government execution is of great value to the smooth realization of social governance goals. Based on this, how to improve the government’s policy execution in the process of social governance is an important content that needs to be paid attention to and studied. This paper summarizes the current situation of the implementation of social governance policies in China, starting from its formation of five basic models—party committee leadership, government responsibility, social coordination, public participation, legal protection. This paper analyzes the problems existing in the government’s policy execution in the process of social governance, and then summarizes the suggestions to improve the policy execution through in-depth analysis reasons.
