优化基层政府治理体系新路径:将敏捷思维嵌入人力资源的开发与管理

Abstract:
随着我国社会经济的快速发展和经济全球化的进程加速,人力资源已经越来越成为最为重要的资源。基层政府作为我国社会治理的重要主体和公共服务的主要提供者,其人力资源的开发和管理也受到了越来越多的关注以及日趋严峻的挑战;此外,敏捷治理作为公共管理领域的一种创新性治理途径,其所追求的快速回应、灵活性以及适应性为我国基层政府在人力资源的开发与管理工作中提供了一种全新的途径选择。因此,在基层政府的人力资源开发与管理过程中,要力求将敏捷思维嵌入到传统的科层制组织之中,用现代化的人力资源管理理念取代传统的人事管理思想,通过敏捷的手段来有效应对目前该工作中存在的困境与挑战。本文主要介绍敏捷治理的基本内涵以及现阶段我国基层政府部门在人力资源的开发与管理过程中所面临的现实困境,探讨将敏捷治理应用于基层政府部门人力资源管理的可能性以及现实意义。
With the rapid development of our social economy and the accelerated process of economic globalization, human resources have become the most important resource of basic-level governments. As an important subject of social governance and public service in China and the main provider of public services, its human resources development and management have attracted more and more attention as well as the increasingly severe challenges; In addition, as an innovative governance approach in the field of public management, agile governance has provided a new approach for the development and management of human resources for basic-level governments in China with its quick response, flexibility and adaptability. Therefore, in the process of human resources development and management of basic-level governments in China, we should strive to embed agile thinking into the traditional bureaucratic organization, replace the traditional personnel management thought with modern human resources management idea, by means of agile to cope with the current existing difficulties and challenges in this work effectively. In this paper I will introduce the basic connotation of agile governance and the dilemma our country’s basic-level governments facing in the process of human resource development and management, discuss the possibility and practical significance of agile governance application in the field of human resource management at basic-level governments.
