整体性治理视角下成渝地区双城经济圈地方政府的合作治理研究
Research on Cooperative Governance of Local Governments in Sichuan-Chongqing Twin City from the Perspective of Holistic Governance

地方政府的合作治理是建设发展成渝地区双城经济圈的必要选择，然而地方政府的合作治理涉及不同的地方政府，如何将两地地方政府的治理资源进行整合，形成强大的助推力是需要重点考虑的。因此，要想实现成渝地区双城经济圈的大繁荣大发展，需要地方政府牢固树立大局意识、合作共赢意识，建立多层次协作治理的组织结构，构建地方政府有效协作的多维运行机制，创新地方政府合作治理的手段与形式，才能破解双城经济圈建设的治理“碎片化”困境，提升成渝双城经济圈的国内国际竞争力。
The cooperative governance of local governments is a necessary choice for the construction and development of the twin city economic circle in Chengdu-Chongqing region. However, the cooperative governance of local governments involves different local governments. So how to integrate the governance resources of local governments in the two places and form a strong driving force need to be taken into consideration. Therefore, to realize the big development and prosperity of twin city economic circle, local government should set up the general situation consciousness, win-win cooperation consciousness, establish a multi-level collaboration management organization structure, construct effective coordination of multidimensional operation mechanism of local government, and change the means of local governments’ cooperative governance. Only in these ways can it crack the “fragmentation” dilemma of the construction and enhance the domestic and international competitiveness of the twin economic circle.
