中法中小学教师工资制度比较

Abstract:

法国自《费里法》颁布并确立实施义务教育以来,不断改革和调整其中小学教师工资制度,有效地稳定了师资队伍并提高了义务教育阶段的教学质量。通过对中法两国中小学教师工资制度的历史沿革和特点进行比较,发现中法中小学教师工资在财政投入、具体分配结构和工资发放主体三个方面均存在差异。基于此,提出了改进我国中小学教师工资制度的三点建议:首先政府应该提高教师工资制度的重视程度,财政方面多给予拨款,增加整体收入;二是促进结构调整,发挥工资激励效用;三是推进制度落实,保障教师合理收入。
Since the enactment of the Ferry education act, France established the national civil service system of compulsory education teachers, constantly adjust and improve its teacher salary system, effectively improve the teaching quality of compulsory education stage, and stabilize the teaching staff. By comparing the historical evolution and characteristics of the salary system for primary and secondary school teachers in China and France, it is found that there are differences in the intensity of financial investment, the specific distribution structure and the subject of salary payment between the two countries. Based on this, three suggestions are put forward to improve the working system of primary and secondary school teachers in China: First, increase government investment to improve the overall income level; The second is to promote structural adjustment and exert the effect of wage incentive; Third, promote the implementation of the system to ensure teachers’ reasonable income.
