质量经济与数量经济的理性思考——基于大庆市经济转型发展
Rational Thinking of Quality Economy and Quantity Economy—Based on the Economic Transformation and Development of Daqing City

针对经济决策和经营管理长期故步自封于经济总量和增量而忽视经济质量的意识形态造成种种经济危害的客观实际，结合资源型城市经济转型和升级发展的客观形势需要，采用判断分析、逻辑推理和归纳演绎等方法，提出了质量经济理念的新概念，并阐释了质量经济的特征，剖析了数量经济理念的局限性，探索了数量经济与质量经济的哲学关系，重点研究了质量经济理念的实践应用。研究认为，质量经济与数量经济相辅相成不可分割，但两种理念在不同经济时期和发展阶段各有侧重。在经济平稳持续发展和资源型城市转型升级发展时期，应突出质量经济理念的优先和主导地位，同时兼顾数量经济理念，指导宏观经济决策、考核与评价，讲究经济道德，引导微观经济由“做大做强”向“做强做大”思想转变。
Aiming at the objective reality of various economic harms caused by the long-term self-sufficient ideology of economic decision-making and management and paying attention to economic quantity while ignoring economic quality in economic decision-making and management, combined with the objective situation needs of resource-based city economic transformation and upgrading, adopt judgment analysis, methods such as logical reasoning and inductive deduction were used to put forward the new concept of the idea of quality economy, explain the characteristics of quality economy, analyze the limitations of the concept of quantity economy, explore the philosophical re-lationship between quantity economy and quality economy, and focus on the study of the practical application of quality economy. Research believes that quality economy and quantity economy are complementary and inseparable, but the two concepts have their own emphasis in different eco-nomic periods and stages of development. During the period of steady and sustainable economic development and the transformation and upgrading of resource-based cities, the priority and lead-ing position of the quality economy concept should be highlighted, while the quantitative economy concept should be taken into account, guiding macroeconomic decision-making, assessment and evaluation, stressing economic morality, and guiding the microeconomics from “bigger and stronger” to the idea of “stronger and bigger”.
