Ottoman Empire like every state in the era, did not remain unresponsive to growing Europe and the economic, political and social developments in the 19th century, and had to enter a radical process of change. Industrial Revolution, that emerged in Europe and affected the world, have a big influence on going thruogh to these changes. The main aim of this study is to explain why the Ottoman Empire needed the views of the National Economics in the economic structure in the process of change. In this context, the 19th century Ottoman economy, which forms the basis of National Economics ideals, has been considered and influential elements have been tried to be determined.
