DEVELOPMENT JOURNALISM IN TURKEY WITHIN THE SCOPE OF GLOBAL GOVERNANCE APPROACH AND ADMINISTRATION-MEDIA RELATIONS

The purpose of this study is to examine the press within the framework of ‘development journalism’ undertaking the duty of informing the public about the administrative changes and transformation processes experienced in Turkey within the scope of the ‘new world order, globalization and'governance’ phenomenon affecting the nation states. A historical situation is determined on the institutional improvement of the media parallel to Turkey's development process. The relations between the Administration and the media are developing in connection with the global order; other aspects are also observed such as the dependency on international aid programs under the USA and EU; to be a party to international agreements and requirement for adaptation of the interntional law to domestic law. In many countries, utilitarian practices of the new concept of governance conception following the abandonment of open or hidden colonial practices have also created an impact on the development of journalism and the institutional differentiation of the media. ‘Development journalism’ has played an important role by informing citizens about public administrative changes and by reflecting the public assimilation of the transformation in Turkey, which was never subjected to Western colonial rule. It may be useful to look at the Administration-media relations during the change and transformation process of Turkey to a presidential system. What makes this work unique is that the Administration-media relations are handled together within the scope of governance along with the development process of Turkey
