The works written up in the style of political treatise attach a special importance to Omar among the emperors whose practices in the past have been mostly mentioned. However, each writer differs in handling Omar, in the frequency of giving coverage to him in their works, and in his aspect which they idealized. When viewed as a whole, it is observed that Omar is much more mentioned in political treatises written up in Andalusia, whereas, he is less mentioned in those written up in the Iranian and Iraqi geographical regions. Ibn Cemaa, in his work, draws a road map for the emperor, in the light of Omar’s practices; he is a guide, an ideal emperor in the eyes of the writer. However, Nizamü'l-Mülk set forth an ideal style of management based on his own experiences. Omar mentioned in his political treatise seems like a figure who is abused by being referenced only to support the allegations. ？bn Abdirrab？h preferred to remark Omar’s economy related behaviors in his work, Maverd？ and ？eyzer？ preferred to remark his practices which fall into muhtesib’s area of responsibility. Turtu？i, although his work is detailed, remarked short anecdotes and words of Omar. Neyrizi allocated a special part in his work, which contains Omar’s behaviors and words. The topics including Omar’s justice, hardness (also his gentility), ability to get organized, of organization development, to inspect, his physical characteristic, and his behaviors that he loved, hated, not cared are also mentioned in the political treatises
