Legislations of some extraordinary acts set seal on the period and continued to be discussed until today. One of these legislations was the National Protection Act of 1940 and the other was the Capital Tax Act of 1942. Purpose of the legislated tax was to relieve state from the economic burden of the war conditions. While problems were encountered during the enforcement of the act in the cities like ?stanbul and ?zmir, no difficulty experienced in Ayd?n where non-muslim population was sparse and even people seemed to be supporting the government. Obligors, among them Adnan Menderes who would opposed the act later, paid the figures that was imposed on them. In spite of the frequent misinformation that the tax was imposed only on non-muslims, as it can be seen in Ayd?n case, in some places, those who paid the Capital Tax were all Turkish citizens
