PLACE OF DISASTERS IN THE TURKISH SOCIAL SECURITY LEGISLATION

The purpose of this study is to examine the place in the relevant legislation of aids for victims of disasters in line with the structure of the Turkish social security system. In other word, is to locate disasters in Turkish social security legislation. In this context, it was aimed to discuss the situation in the relevant to legislation of aids committed for victims of disasters within the context of the Turkish social security system. The legal arrangements for aids to victims of disasters will be analyzed at the scope of both social insurances which is defined as social security system with social contributions, and social assistances and social services which is defined as non-contributory regime. Within the structure of the Turkish social security system, there is a limited massive regulation at the point of the aid made within the scope of the social security system with social contributions for the victims of disasters. But within the framework of the non-contributory regimes, there are state performed regulations for all victim of disasters
