Abstract: Middle East had been the center for the competition between England that was especially aiming for the leadership of world and Germany as being rival to this race in 19th century. Under these circumstances Ottoman Empire considered German Alliance as a solution to avoid the ambitions and oppressing policies of England, France and Russia. On the other hand Germany had her plans to have an impact on Ottoman Empire and utilizing the call as the third ally gained the admiration of the people of Ottoman. In this period Iran was the other country searching for a third power against the collaboration of England and Russia. Under the oppression of this collaboration Iran regarded German friendship as a solution as well. As Germany had the similar exploiting policies to expand from Ottoman Empire to Iran, she tried to create the German effect on Iranian society. In this context Iranian government and people approved such an ally to save their country from English and Russian influence. This article; In the light of Turkish and Iranian sources, the Ottoman Empire and Iran focus on the German strategy as a third power against Britain and Russia, and on the fact that Germany does not think differently from the previous powers
