IMPLEMENTATION OF STAKEHOLDER APPROACH TO LOCAL PREVENTION AND SECURITY PLANS: CASE OF IMPROVEMENT OF CIVILIAN OVERSIGHT IN TURKEY

As stated in academic literature, Stakeholder Management Approach of strategic planning is one of the models most suitable to be implemented in public sector. This approach is also applicable to public security sector in order to improve civilian oversight. However, when strategic planning is applied in security sector, one must be more careful and meticulous. When first Local Prevention and Security Plans were prepared in Turkey, this approach was followed as well. In this regard, in years 2009 and 2013, 13 strategic Local Prevention and Security Plans were prepared to improve civilian participation as part of local governance. In this study, firstly how private sector strategic planning could be adapted to local security was explained. Following, the differences of security sector pilot implementation were compared and analyzed with usual practices in private sector. This study, as being the first and only study to analyze security sector plans is original and makes contribution to the literature
