DEVELOPMENT OF PASSIVE LABOR POLICIES WHOSE SOURCE OF UNEMPLOYMENT INSURANCE FUND: A THEORETICAL ANALYSIS

Policies against unemployment are collected under two headings: active and passive employment policies. Active employment policies began to be intensively implemented in the 1980s for the first time in the world. Passive employment policies had been begun to be implemented much earlier than this period. It became widespread and concentrated after the 1980s. For these passive employment policies seen in the developed countries in the past years, monetary resources of these applications have been established with the unemployment insurance funds created immediately after the legal basis was prepared. Firstly unemployment insurance, short working allowance, wage guarantee fund based applications passive employment policy fund had been applied in developed countries so earlier than Turkey. The development of this application fund based in Turkey, is seen after 2000. Turkey's unemployment insurance fund is growing by the day, the fund's applications is spreading day by day. In this study, the development of these applications by years will be examined. These applications will be tried to show at what level they are and how they are affected by economic fluctuations
