Particularly, before the adolescent period of those kids, there is a lack of study regarding the evaluation of how parents perceive this situation. Thus, the aim of this research is to develop a valid and reliable survey that reveal the parents attitudes, behaviors, governance, and restrictions towards their children’s use of information and communication technologies (ICT). As a first step, a literature review process was conducted and an item pool was created by taking the thoughts of experts into account. Then, by convenience sampling method, 294 6 th and 7 th grade middle school students’ parents from two different state schools were selected for the pilot study. After applying an exploratory factor analysis to this data, we obtained a three-dimension-structure with 52.07% total variance and .83, .80, and .70 Cronbach Alpha reliability coefficients, respectively. After getting this structure of the first data set, a different group of 354 students’ parents were reached for the confirmatory factor analysis (CFA). According to the results of the CFA, we found that acceptable or good level of fit indexes for that three-factor structure consisted of 18 Likert type items and the factors were named as using ICT in education, control and restrictions, and negative effects. We concluded that the final version of the scale can be safely used as a valid and reliable scale to examine parents’ attitudes and behaviors concerning their childrens’ use of ICT by means of three factors
