Occupational groups have been formed the purpose to supply with people’s needed all kind of production of goods and services. These occupational groups have been organized and determined own principles in process. Ethic-moral values have came into prominence between these principles Personnel of public administration also consists of an occupational groups. Public officials are charged with provide general and local services as central administration and local administration. They represent the state while they provide these services. All of positive and negative behaviours of public officials are identified with the state. Therefore, public officials must not behave against ethical values. In general, there are a sentence stated as “it is employed in public and private sector” on the aim of public administration departments, Therefore, the students of departments of public administration that are one of human resources of public realm must graduate as a person who adopted and digested the ethic values.
