This market, which will be called Medina market, was formed according to the orders and prohibitions imposed by the Prophet himself. The Medina market had its own rules and practices. The institution that controls the compliance of the commercial transactions in the bazaar and market with the Islamic rules and ethics, which was termed as hisba and the auditors appointed by the state were named with the word muhtesib. On the other side agoranamos, a Greek word, means a market inspector. Agora was the center of the city and agoranomos was responsible person for the city center. In the Roman period, as a market inspector, agoranomos had the responsibility of collecting market taxes and penalties, ensuring market order, flogging criminals, ensuring cleanliness of roads, controlling prices and observing whether there is enough food. Although Muhtesib and Agoranomos have many similar functions as market inspectors, they differ conceptually in terms of both different characteristics and different rules in practical application
