“Remunicipalisation” in Public Service Delivery: Application Examples From OECD Countries and Turkey

Abstract:

The reforms which are regarded as a reflection of the winds of change depending on the globalization process, are becoming increasingly inevitable for countries. Global competition environment; it did not merely affect firms, but affected local administrations and gained an economic, political and social dimension. The borders of change are no longer limited to regional level; at the same time, it expanded to cities. Depending on this developments, in local governments services derivery, it’s made privatization of some public services to improve. Still, the situation has not always produced positive results for the public interest. It has changed the form of public service delivery by thefailure of private enterprises to make certain mistakes in public service delivery, the continuity and quality of services, and the reaction of citizens in this matter to municipalities. The Local Governments have had a unique initiative to cope with such problems and some of the local public services that are seen by private enterprises are met by municipalities the "remunicipalisation" comprehension has come to the agenda. This idea, also referred to as the new generation municipalism, is widely applied in some OECD countries. The purpose of this study is to examine the remunicipalisation movements in local public services that are being used in some OECD countries. In this context, the relevant literature review was conducted and remunicipalisation experiences in underlying OECD countries were discussed. What’s more, the remunicipalisation understanding of OECD countries has been evaluated in terms of currently remunicipalisation and re-qualification applications with the remunicipalization approach in Turkey were examined
