THE DILEMMA OF GLOBAL EMISSIONS: TURKEY ASSESSMENT

States, who are the most importan actors in international arena, have crucial roles and responsibilities to define future of the Earth. Interstate relations affect space where all humankind live in, as affected humanbeings. Profit and interest phen？menons have been most important facts about states behaviours for centuries. Due to the this understanding, states had disregarded issues other than martial, economic and politic affairs. Beginning from 1970s, the mutiny of the Earth against this mentality started to be seen by policy makers. However, because of the issues such as industrial development, capitalist mode of production, interest wars and survival, necesssary actions are not taken truely, even though entity of environmental problems, at first emission issues, has been accepted. In this paper, it will be focused on environmental problems in particular emission issues. In this framework, states actions are semtinized about why and how they have taken steps along with international organizations. And finally there will be evaluations about Turkey’s implications and actions toward environmental issues
