An Evaluation of the Public-Private Partnership on the Applicability Possibilities in Local Administrations

Which method will be used by local administrations as the closest service units to public service provision is important in terms of managerial effectiveness and local values. In this study, the applicability of public-private partnership method that was introduced in the post-1980 period and implemented after the 1990s, was discussed at the local level. First of all, for this purpose, the conceptual framework for public private partnership method is enshrined. Then, the public service delivery and cooperation methods used by the local government units are mentioned. Finally, the applicability of the public-private partnership method in the Turkish local government system is examined in terms of legal, financial, political and managerial (institutional) aspects and some suggestions are presented within the framework of the findings
