Abstract:

The Ottoman Empire used “exile” as a means of punishment among the precautions to achieve public security. The imposition of this kind of restriction can be examined in three ways. Firstly, after the conquest a part of the non-Muslim population in Trabzon was sent to different parts of the country, especially Istanbul, while the Turkish population from the Central Black Sea region has been dispatched and settled in Trabzon. Secondly, during World War I, people who disrupt or are thought to disrupt public security across the locations at the frontal region or at the background were sent to other places. Thirdly, between 1461 and 1920, those who violated the law were banished. In this article, the issue of exile and banishment as a legal restriction was examined with reference to documents
