19th century is the one in which the Ottoman Empire was worn politically, economically and strategically while the west was progressing in science and technology. There have been several factors behind these ordeals such as internal revolts originating from ethnic, race and religious sect; pasha and governor betrayals; imprudent and unnecessary expenditures and the wars in various battlefronts. The State in difficult condition had to have been modernized and reformed in almost all fields just to get rid of this crisis and troublsome within which she had found herself. Having lived in such a downturn, Ahmet Hamdi ？irvani has been both an important alim leaving his mark on the era and statesman undertaking significant administrative duties as well as his scholarly services. He took in charge of teaching ''usul al-f？qh'' in law faculty within Galatasaray Sultani after Tanzimat Era. His aforementioned study Türk？e Muhtasar Us？l-i F？k？h, which was the outcome of his experiences during his teaching, was a fundamental study exemplifying the writing language and educational system in 18th century.
