Smart City Vision in Local Administrations: City Management Elements

Cities have been the heart of civilization, knowledge and collective life for centuries. From the end of the 19th century onwards, they have been affected and transformed by economic, social, and political conditions. It is important that the cities are taken over from past generations, and that they offer a quality lifestyle and are delivered to future generations accordingly. This necessitates a radical change and transformation of the construction and management of cities, both in social and environmental terms. Especially the cities which have been growing rapidly due to immigration and the cities which have been exposed to unplanned progress now face chronic problems. The basic needs such as infrastructure, transportation, communication, education, and health are rapidly growing at levels much higher than the service supply. Therefore, there emerged a searching for new ways other than the traditional problem-solving methods. In addition to these developments, rapid changes and developments in technology make it possible to have more accurate and fast solutions to the city problems by using technology and innovation based perspectives. In this study, the “Smart City Concept” which is one of the most crucial agenda-setting topics of the 21st century was emphasized, and the elements of city administration were examined in this context. The examples of the city management examined within the content of this study focused on the strong cases of cooperation with certain local administrations, and they further explore the establishment of smart cities, the provision of high living standards, and the creation of strong economies
