REGULATION, REACTION OF OFFICERS AND NEW ORGANIZATIONAL STRUCTURE IN MINISTRY OF FINANCE DURING II. CONSTITUTIONAL MONARCHYKeywords: II. Me?rutiyet,II. Abdülhamid,Maliye Nezareti,tensikat,memur,maa? Abstract: Committee of Union and Progress (CUP/ITC) started liquidising the Abdulhamid period staff after the declaration of II. Constitutional monarchy. At first, the liquidation was in the form of removing top level bureaucrats and soldiers in Istanbul and provinces and arresting or exiling some of them. Later it was taken into the government programme and many officers and soldiers were dismissed. The reaction to the regulation enforced in all ministries and institutions came from the officers of Ministry of Finance. The unexpected reaction of officers against the regulation enforced in the ministry was suppressed with Committee of Union and Progress (CUP/ITC) aiding to the police by forming garrison with land and naval soldiers. The regulation in Ministry of Finance took place event though it was postponed due to these events. However, because of the reaction of the officers, the government payed compensation to those who lost their jobs but have employable qualifications. In December 1908 it was decided that the legal infrastructure of the regulation to be formed. With the legislation that was put into effect in 1909 the liquidation continued. Some officials, soldiers and scholars were compulsorily retired because of the age limit; a part of them were paid dismissal pension
