ANALYZING EDUCATIONAL EXPENDITURES OF TOP ACHIEVING COUNTRIES PRIOR TO PISA 2015 RESULTS

Many countries rely on attempts of international evaluation programs in order to polish their education systems and moreover to have a chance of comparing and contrasting with different countries’ as well. One of the leading attempts for international evaluations is PISA by OECD in which Turkey also takes place. However, there can be a close connection between education and economy. This mutual and casual relationship has provoked different institutions to prepare and publish annual reports. Our main motivation for this study is to reveal population, GDP rates, education expenditures and PISA results of top ten achieving countries together with Turkey. Thus, the study has been designed with a qualitative approach and the necessary documents have been analyzed with regard to the main purpose. The results reveal that there is a mutual and casual relationship between the money spent for education and the academic success, meanwhile with the overall effectivity of education systems. However, it can also be stated that there are some other factors mediating Vietnam’s case
