Discussion about Municipal Legislation in Turkey within Theory of Metropolitan Areas

In the world, the processes of spatial spreading which are far more complex than transcending the cities in the spatial level have begun to display themselves in the last period. It is utmost importance to evaluate this process in a fundamental way from political, administrative, legal, sociological and similar aspects to overcome the emerging problems. The study of this spread on the spatial level at the academic dimension can be evaluated on three main different dimensions. Although the multi-part argue of public choice theory seems to be an important argument in the face of the unifying argue of reform theory in the administration, the recent negotiating and consensual democratic cultural system led to the transformational correspondence in the metropolitan area has begun to express more than itself as a new regionalism. This study has been subjected to in the literature analysis and content analysis methods using legal arrangements in Turkey metropolitan areas included in the legislation on the management of municipalities in the context of theories of comparative evaluation for the management of metropolitan areas. The evaluation result of legislative regulations for the administration of the metropolitan area in Turkey, it has been concluded that there is a transformation from “public choice theory” towards to “reformed theory”
