Transition Tendencies Towards Resource Management Approach from Waste Management Approach in The Context of EU Waste Policy and The Circular Economy PackageKeywords: AB at?k y?netimi politikas?, kaynak verimlili?i, kaynak y?netimi, d?ngüsel ekonomi Abstract: Through the understanding that the current economic growth model based on an increased resource use and harmful emissions is not sustainable in the long term and indeed the production and consumption systems are vulnerable, resource efficiency and low carbon economy have emerged as a policy priority in the European Union (EU), whose economy is based on high resource consumption and imports most of its resources. At the most basic level, resource efficiency has an understanding of "doing more with less", and waste is seen as an important source, where recycling and recovery are at the forefront. One of the most significant recent developments in this area has been the adoption of the Circular Economy Package by the European Commission on 2 December 2015, which includes legislative proposals for waste and a comprehensive action plan. In this study, which aims to deliver the transition tendencies towards resource management approach from waste management aproach, first, EU’s waste management policy and its development were examined. Then, some of the policies, strategies and policy documents supporting this transition to resource management from waste management approach were discussed and finally the Circular Economy Package announced by the Commission was assessed respectivel
