Y?netimi,Kamu Y?netimi,Güvenlik Abstract: Turkey is approximately three quarters of the mountainous area. However, due to administrative planning and public services, it is not given the importance it deserves. In the network of public service and social reality relationships, it is understood that a separate mountain administration model is needed considering multi-faceted social problems that arise. The structure of public administration is affected by; history, geography, socio-cultural structure, economic opportunities and tools and political cultures of the countries. In democratic countries, service and institutional relations networks seem to have much more functional effectiveness. Today's wide-ranging social security approach is also associated with the effective fulfillment of public services. The broad networks of relationships that come from today's sectoral integration and security partnership, lead to the question of how much service or organization serves the purpose or availability. The mountainous regions, being key strategic areas as the key to the sustainable development, require a specific policy to be implemented. By announcing December 11 as "World Mountains Day" in 2002, the attention has been drawn to mountains. Mountain and mountain areas are important issues that have been neglected in Turkey in aspects of planning and administration. In mountain areas, a special assessment is required in the scope of security aspects and sustainable development principles, It is important that this assessment takes into account all economic, social, cultural and environmental problems and integrated sectoral structures, and that the needs of those living in mountainous areas are planned to meet the quality of life priorities. In order to create a successful mountain administrative planning, a specific strategic assessment should be targeted within a local, national, transboundary framework. Any mandate and limit cannot be successful without a comprehensive integrity of certain institutions, as in Turkey example. The existence of regulations does not have any effect when an organizational structure is not established as required by the public service. The existing institutions do not possess the task and idealism is insufficient. Mountain villager is not visible in official documents. Administration and public opinion in Turkey almost turned its back on the mountains. The mountain administration should be separated from the forest administration and transformed into a special administration unit. By the year 2019, there is a need for a serious administrative revival for public policies
