The Overthraw of Kamil Pasha in the Second Constitut?onal Period and the Role of SoldiersKeywords: Asker,Siyaset,Kamil Pa?a,?ttihad ve Terakki Abstract: Immediately following the declation of the second constitutional period Kamil Pasha was appointed the grand vizier replacing Said Pasha in the post. Initially Kamil Pasha’s relations with the Committee of Union and Progress were well, but it became deteriorated in parallel to the increase in the intervention of the Committee of Union and Progress in governmental activities. In order to strenghten his government Kamil Pasha replaced the War and Marine ministers on 10 February 1909. This replacement was welcomed by the opposition members, but it was not approved by the Committee members and military officials. Representatives of the military marines in Istanbul visited the Grand Vizier and during the meeting they declared their discomfort with the appointed of the new marine minister. Using this discomfort as one of the motivations the Committee members tabled six motions of censure on 11 February 1909. Kamil Pasha did not attent the these talks at the parliamentary and the talks occurred under the control and pressure of miliatry officials. During the reading of the telegraph from the navy eight war ships were between Be?ikta? and üsküdar. In addition, there were miliatry officials at the parliament. As a result of the talks the government of Kamil Pasha was overthrown with 196 votes of no confidence
