Examination of Treasury Single Account System with Theoretical, Accounting, and Operational Dimensions

Abstract: The main function of treasury of countries is to effectively manage public cash by ensuring that public resources are balanced in terms of time and place. To enable treasuries to manage public cash more effectively, it is essential to have a system, called Treasury Single Account (TSA) system that allows all disbursements to be made from it, and all revenues to be collected under it. In this study, the TSA system, considered as a prerequisite for the effectiveness of public cash management, is examined by considering its theoretical, operational, accounting, and other aspects. This study can be considered as a guide to the countries intending to establish the TSA system. The aim of this study is to highlight the parameters that countries should take into account for their own system and to help them to develop their own TSA system.
