FISCAL TRANSPARENCY IN TURKISH PUBLIC FINANCIAL ANAGEMENT: AN EVALUATION WITHIN THE EUROPEAN UNION PROGRESS REPORTS

This paper aims to evaluate the fiscal transparency progress in Turkish Public Financial Management System within the framework of the European Union Progress Reports. For this purpose, firstly the concept of fiscal transparency has been examined in the historical and theoretical framework. Afterwards, the European Union progress reports have been reviewed the assessments, criticisms and recommendations on fiscal transparency in Turkey. Lastly, arrangements made by Turkish Governments are discussed
