Mehmet Fazli Güle？ and His Report Regarding Azeri Turks Living in Iran

This study gives general information about the biography of Mehmet Fazl？Güle？ and touches on the report prepared by him on Azeri Turks living in Iran in 1934, when he served as the Principal Consultant of the First Public Inspection. This report has nothing to do with the inspection, except that Mehmet Fazl？Güle？, who prepared the report, was a bureaucrat working within the body of First Public Inspectorate meanwhile. This report, published in full text for the first time in the present study, is an important source for shedding light on not only Mehmet Fazl？Güle？’s world of thought, but also Azeri Turks living in Iran in given period. Another issue raised in this study is to examine whether there is such a problem in Turkey-Iran relationships within the light of the ideas put forward in the report
