INSTITUTIONAL SPECIALIZATION FOR PRIVATE SECURITY OFFICERS: A MODEL SUGGESTION

ABSTRACT Specialization for private security officers is essential in terms of public safety. The public authority responsible for private security services is empowered to make the necessary arrangements in this respect in accordance with the public interest. Locations where security services are provided by private security officers should be classified on the basis of "service branch" and these local specialties should be defined. Next, the curriculums to be used in order to gain specializations specific to the service sector should be prepared for the duties to be assigned with the titles of "specialist private security officer" in each service branch. Because education is the first and most important means of specialization. However, leaving curriculums to the initiative of the supply actors in the private security services prevents them from attaining the aim of increasing the quality of these services. Curriculums, related processes, expertise requirements etc. should be institutionalized by legal arrangements. In this framework this study focuses on the importance and benefits of providing expertise in private security services, and presents a model suggestion for training and qualification processes that can contribute to the institutionalization of specialization
