REFORMS IN TURKISH HEALTH SYSTEM AND POLICY TRANSFER

Turkey put the ‘Health Transformation Program’ into practice in 2003-2010 through a series of comprehensive and radical reforms. In generating the reforms in line with the Program the country transferred and synthesized different aspects of various health systems and developed a hybrid Turkish Model. Most importantly, Turkey has become an exporter of its health model earlier from a country transferring health policy. In this regard, this article analyzes the Turkish Model in healthcare and aims to provide a detailed analysis of it. Moreover, the article stresses that the transformation of the Turkish Health System characterizes a hybrid model – Turkish model – as a result of policy transfer that takes domestic needs into account
