Dr. Huseyin Hulki Bey and a Speech in ParisKeywords: Dr. Hüseyin Hulki Bey,Paris Nutku,19.yüzy?l Osmanl? t?bb? Abstract: Doctor Huseyin Hulki Bey (1862-1894) was a physician who graduated from the Mekteb-i T?bbiye. He published works related to the health problems of the period in his 32 years of life. Hüseyin Hulki Bey, who does not hesitate to take on active duties, was sent abroad vigorously and exchanged ideas here with well-known scientists of the XIXth century. In 1889 he attended the medical congress in Paris and made a manifesto here. In this congressional speech text the necessary correspondence has been obtained from the Istanbul University Rare Books Library archive and this study has been examined. In this declaration, Hüseyin Hulki Bey mentions the existence and functioning of the foreign hospitals in that period in the Ottoman State. It also point out aids within the health care system to needy people. This declaration is important in terms of evaluating the health services and health care services provided in the XIXth century in the Ottoman State
