An Evaluation on the Manageable Migration Policies and Burden- Sharing: The Case of Syrian Asylum SeekersKeywords: Suriyeli S???nmac?lar,G?? Abstract: Syrian asylum seekers are sheltered in Turkey on temporary protection status, under Article 91 of the Foreigners and International Protection Law No. 6458 of 4 April 2013. In Turkey, approximately 3 million Syrians receive services of regular health, significant level of education and of shelter with temporary protection status, which can be interpreted as custom in terms of international law. However, this policy based on the temporary protection status does not seem sustainable; it is already argued whether the people who have been living in the camps for roughly 8 years, as of 2018, are temporary or not. Taking into consideration the available data and the studies on the various scales, necessary policies should be produced considering that the significant number of Syrian migrants will be permanent. In this sense, Turkey needs models that include manageable migration policies and burden-sharing. For this reason, merit based refugee approach should be developed, contributions to the reconstruction of Syria for voluntary return should be made and the ways of access to international NGOs should be sought for sharing the burden
