Abstract:

Flexible working, one of the brand-new trends of changing world, gives working life its new form. Being widespread in especially private sector. this method is having a progressive course in Turkey. The additional provision to the Article 100 of Public Servants Law No 657 that regulates the principles of public personnel system stipulates that the staff at public institutions holds the opportunity of working in flexible hours as per their working hours and durations depending on the qualities of the services the offer. This additional provision paves the way for flexible hours in public institutions as private sector implements. Working environment and conditions fall within the field interest of both private and public administrations. From this perspective, flexible working is a significant implementation for the institutions. Flexible working is a model of working that allows variety in working conditions while the term of flexibility is inherent in flexible working. Flexible working implementations do not only boost the satisfaction of the staff but they also grow the productivityof the institution in order to reach its objectives. This study shall investigate the flexible working system and related terms and has the objective of exploring the practicability of flexible working systems based on modern administration approaches in Turkish public institutions
