Transition from Law Enforcement Power Approach into Law Enforcement Service Approach in Administrative Law Enforcement Activities

Current study aims to declare the recent alteration in administrative law enforcement, the emerge of economic law enforcement concept, getting the markets out of the jurisdiction of conventional administrative law enforcement authorities, and public service aspects of law enforcement practices. This study was composed by means of examining the legislations in Turkey that empower the law enforcement authorities and local and foreign literature. This paper is distinguished by embracing the law enforcement concept with its administrative aspect rather than juridical one. Another distinctiveness of this paper is to deal with the administrative law enforcement activities as a sort of public services, which is unfamiliar in Turkish public administration literature. According to the findings, law enforcement activities are approved as public services and they are not positioned on a different category in the West, but in Turkey, probably as a result of administrative law, law enforcement units are deployed on an upright position
