THE OMBUDSMAN INSTITUTION AS A MECHANISM TO PROTECT HUMAN RIGHTS: RUSSIAN FEDERATION EXAMPLEKeywords: ?nsan Haklar?,Ombudsman,Ombudsmanl?k Kurumu,Rusya Federasyonu Abstract: Although the ombudsman institution has undergone several changes since its inception, it retains its primary duty - to protect human rights and freedoms against state bodies and recommend the restoration of violated rights. The Ombudsman institution, which controls the legal basis and the legality of the activities of the executive body, is active in many countries of the world, especially in European countries. In Russian Federation this institution entered into force on 12 February 1997 in accordance with “The Law on Ombudsman for Human Rights in Russian Federation”. Ombudsman appointed by the Parliament of the Russian Federation and working independently; assumes the role of a bridge between the state and its citizens for the restoration of human rights violated by government officials and/or government bodies. In this study, it is aimed to reveal how the ombudsman institution emerged, its structure and functioning in Russian Federation. In this context, the study discussed the mechanisms for the protection of human rights in the Russian Federation, the concept of ombudsman, historical development in the Russian Federation, types of ombudsman in the Russian Federation, elections, powers and responsibilities, conditions of treatment and their consideration, as well as ombudsman institutions in the regions.
