REASONS THAT MAKE THE PRACTICE OF SOCIAL MUNICIPALISM DIFFICULT IN TURKEY

Partaking among the important policies of the local governments, the issue of social municipalism, depending on the globalization, management and governance has made its mark both in Turkey and all over the world. Social municipalism is seen as a socially strong concept that takes part in the literature and in practice in the way that not only does it regard the municipalities as the institutions which are for just infrastructure works but also they contribute to the cultural richness of the people living within the boundaries of the municipalities and assigning new duties and responsibilities for them. However, despite all these improvements, social municipalism is not at the desired rate as a result of the administrators’ negative and inconsistent attitudes, lack of coordination between the central and local in the implementation of social policies, negative factors such as partizanship and favoritisim, lack of participation and governance, lack of planning, projection and source He aim of this study is to identify the strong and weak sides of local governmental units in Turkey in the field of social municipalisim and help them make these practices better and contribute to the researchers studying in this field
