IS THERE A NEED FOR A NEW LEGAL REGULATION ON NEIGHBOURHOOD ADMINISTRATIONS? A RESEARCH ON THE PROVINCE OF ISPARTA

Neighbourhood administrations, a legacy from the Ottoman Empire to the Republic of Turkey, are the lowest level of administrations in which citizens live together. However, local government units started to strengthen both in administrative and also financial way after solid steps started to be taken especially at the beginning of 2000s and unfortunately necessary arrangements have not been made for neighbourhood administrations. Neighbourhood administrations have always retained their importance. However, the changes in public administration have caused neighbourhood administrations to share majority of their duties and responsibilities with municipalities and other public institutions. For this reason, functionality of neighbourhood administrations started to be questioned. In this context, this study focused on the necessity whether a new legal regulation is needed for neighbourhood administrations with special focus on the province of Isparta. As a result of the study, it was concluded that a new legal regulation is both a need and also a must, and suggestions for the changes in relevant topics were also included in the study
