Abstract:

In line with its general objectives, International Criminal Court was established essentially to create an international criminal justice system depending on the objectives of; building up confidence for non-impunity of the individuals who commit the specific and serious crimes that affect the international community as a whole, contributing to the efforts that will prevent these crimes and identifying the crimes that break or threaten the international peace and security. Considering the contribution of International Criminal Court to the international criminal justice system over the past fifteen years and the outcomes of creating a trial system in the light of universal principles of law, it can be stated that it has been a success story. On the other hand, the court is frequently criticized, especially in terms of the trial procedure, because of the difficulties encountered in the participation of the victims in the judicial process, the lack of fast and effective trial, the waste of time spent on the witness statements, and the shortcomings in collecting evidence. Furthermore, the fact that the court does not have an affiliated judicial police service and the existence of prejudices against the court by some powerful states in terms of international relations also adversely affect the success of the court. In this study, the contribution of the court to the development of international criminal justice, as well as its practices not fulfilling the expectations will be pointed out from its establishment up to the present time
