FFICIENCY ANALYSIS BASED ON PERFORMANCE: EXAMPLE OF STATE UNIVERSITIES

As known, radical changes have been made in public finance and management system with Public Financial Management and Control Law no 5018.With this law including performance management oriented activities, such as strategic planning, performance program, activity report has also started to be implemented in public enterprises. The subject of study is performance management in public enterprises and the measurement of 2014 and 2015 events of state universities founded after 2000 by data envelopment analysis. As a result of the analysis, relatively effective and ineffective universities have been identified, and what has to be done in order for the ineffective universities to be effective universities
