QUARANTINE INSPECTION OF FOREST PRODUCTS IMPORTER BETWEEN 2015-2017 IN ZONGULDAK PROVINCE

Abstract:

In recent years, due to the developments in the communication and transportation sector, the increase in the global trade volume facilitates the transportation of the harmful species and causes the pests to spread and settle into new areas more rapidly than the natural spread rates. With the increase in global trade volume, quarantine controls have become more essential than ever to prevent the spread of harmful organisms through international trade. Quarantine measures were first applied in history to prevent the spread of plague disease, known as dark death. Ships seeking to enter ports in Medieval Europe were kept for forty days before entering the ports. The application was named quarantine due to the 40 days waiting time in Latin “quadro guinta”. The concept of quarantine which shows changes and developments in historical process is of great importance in international trade. The importance of preventing the transmission of pests is clearly seen in comparison with the cost of the measures to be taken in order to prevent the contamination of the pest, the financial dimension of the struggle and the possibility of being successful in the struggle. In Zonguldak, one of the 48 entrance gates that have the authority to make quarantine control in the importation of forest products in Turkey, plant quarantine controls are carried out by Zonguldak Directorate of Agriculture and Forestry, Directorate of Plant Production and Plant Health. The highest return / non-compliance statement at the inspections performed is that of Monochamus spp. harmfull / existence. Monochamus spp. is the reason of 120 non-compliance notice of 129 non-compliance notice that were carried out due to detection of pest between 2015-2017 years. The 120 non-compliance notice that is caused by Monochamus spp. was resulted in returned to the origin country. There are Monochamus spp. both the list of Annex-1/A of Plant Quarantine Regulation of Turkey and there are a reguirement statement that “there are not group holes which is bigger than 3 mm caused by Monochamus spp. larvaes” on the list of Annex-4 of Plant Quarantine Regulation of Turkey. Monochamus spp is an important pest because of being vector of Burshaphelenchus xylophilus nematode which is the known as pine wood nematode. Sirex noctilio is the other pest that cause of the return and caused only 1 notification.
