The Effect of Regulating Mobilities and Surveillance on the Institutionalization of the European Union Territory

Polities attempt to separate their spaces from other ones by controlling mobility, and establish supervisory mechanisms on this subject. This process strengthens the institutionalization of territory which provides opportunities for individuals and groups, and serves as shelter. This effect can be especially observed in the institutionalization of the modern state territory. A similar argument is also case for the European Union. As a polity, the Union provides freedom of movement and mobility by means of citizenship, and tries to control the unwanted mobility. In this way, it is aimed to forge a secure space of mobility. The study deals with the effect of arrangements on the movement of persons and mobility, and of technological surveillance on the institutionalization of the Union territory
