Lending to Employees through Private Employment Bureaus within the Scope of Secured Flexibility

Especially economic crises that began in the 1970’s brought about the end of the Keynesian capitalist mode of production it has also made unemployment a structural problem. In this period it is observed that governments have implemented many active and passive labour market policies to combat unemployment. However with the neoliberal economic paradigm which began to be implemented in the 1980’s labour market regulations have become different dimensions rather than reducing unemployment. In particular the labour market shaped within the framework of flexibility has caused the spread of a-typical working models. Lend employment relationship through private employment agencies (PEAs) is also seen as a flexible working model. In the loan business relationship through private employment agencies the PEA sends its worker who is affiliated with it under the employment contract to these enterprises under the loan worked provision contract with the lending companies. Since the actual employer of the worker is the PEA the responsibility for payment of wages belongs to the PEA but the employer who lends the aurhority to instruct the worker to work is transferred to the PEA. In general the loan relationship for a temporary period of time is objected to the ides that the workers will bring some insecurities in terms of work, wages, occupational health and safety. In this study “The Temporary Work” through private employment agencies which was enacted by Low No. 6715 in 2016 is examined under the special private employment agencies of the workers working with this working model and the private employment agencies who find employment fort hem. For this purpose the research is structured in the light of the data obtained by semi structured interviews between the private employment agencies and the private employment agencies
