Division and Financing of Service Responsibilities in Metropolitan Governments

In today’s world, government units that are responsible for large-scale and densely populated metropolises face a series of problems on matters such as planning, water and sewerage administration, transportation, infrastructure, fight against air pollution and housing. Considering solutions to these problems and meeting increasing and diversified demands for service in metropolitan areas, the issue of how to effectively manage metropolitan areas arises as a significant problem. On the other hand, how to divide service responsibilities among different administrative authorities and how to finance the services are also among the problems that need to be solved. In the article, the division and financing of service responsibilities at different administrative levels of metropolitan governments are analyzed. Firstly, different management patterns developed based on several examples on the management of metropolitan areas in literature are mentioned. Then, the division of service responsibilities in metropolitan areas at different administrative levels is addressed. Lastly, financial sources of metropolitan governments are examined. The subject of the division and financing of service responsibilities in metropolitan governments is analyzed both theoretically and based on a variety of metropolis examples in different countries
