De?i?ikli?i,Yeni Yakla??mlar,??renmeyi ??renme Abstract: At the present day, the future security environment is tried be defined throughout the world by requisitioning the sense of security. In the new security environment that the concept of threat and thought patterns have changed and the treat is qualified as disseminating, complicated and uncertain, the law enforcement agencies should prepare themselves to the necessities of the subject environment with a new viewpoint. In the same manner, some new understandings concerning the training area are in question and it’s evaluated that reflection of these understandings on the law enforcement area would contribute considerably to the training of the personnel that are eligible for the necessities of the new environment. According to the new understanding based on the training of the individual; dependency on the person, place and time is decreasing and the use of knowledge and generating new knowledge from that all done instead of conveying the knowledge has been gaining importance. In this understanding, the role of the trainer is also questioned and he/she is demanded to individualize the trainees, compel the students intellectually and force them to think, made them gain critical way of thinking by reasoning and direct them to correlate the ideas and phenomenon in a different way so as to make them establish cause and effect relation. In the recent environment a new and different type of war, which removes the borders between the goverment officials and the civilian and has uncertain front, has emerged beyond the traditional war. In this environment the systems, that cannot reveal the ambition and creativity of their personnel and bring out their best, fail. Also the leaders that will command this conflict are supposed to be trained as the leaders that have learned to learn and comprehended the information operations, which can take and implement the decisions that are appropriate to the environment by evaluating the cases rapidly by themselves when required
