Abstract: In the historical process, one of the most important and most concrete tools used to achieve the goals of citizenship lessons has been textbooks. When examined in the textbooks, information about the political, cultural and thought world of that period can be reached. The aim of this research is to compare the contents of the textbook which is the book of Ottoman citizenship education course Yeni Malumat-? Medeniye and today's Citizenship education textbook. The research data were collected through qualitative research methods through a document analysis. In the analysis of the data, content analysis was used. In the study, word groups reporting jurisdiction were used as an analysis unit. During the analysis of the data, a document file was created and the statements contained in each book were separately encoded into this file. As a result of the research, the Yeni Malumat-i Medeniye, written in an ideological period, the Mesrutiyet Period, contains elements belonging to the political environment and ideological structure of the period; in both books examined, it has been determined that the duties and responsibilities of the individual are given broadly, while the duty and responsibility of the state is also briefly emphasized. Moreover, in today's citizenship book, it has been seen that, depending on the rights acquired over time, it also focuses on the rights of the individual and also on active citizenship
