Persons have the right to acquire property in order to fulfil several needs. Persons are under various obligations with regard to the type of acquiring property and disposing of acquired property. Breach of property related obligations should, first, be met with sanctions aiming at the remedy of the harm done – as far as possible. However, in certain cases and especially in order to act as a warning and deterrent against the violator, criminal sanctions could also take place. The criterion of determining and implementing the criminal sanctions should be to create an effective warning and deterrent both against the violator and for the society and the principle of proportionality
